If you are serious about legal representation for any SEN related issue in the UK, in my opinion, there is only one best choice - Mark Small at Sen4You.

I personally have seen the pre-eminence of Mark and total ownership of our case against the Local Authority, to such an extent that he was working at weekends/late evenings, consistently hyper-responsive to queries and extremely helpful in explaining complex legal matters. His brilliance in the court room is very well known, but what you will also experience is his unrivalled knowledge of the SEN process all the way from the acceptance of the requirement to perform an EHCP assessment through to representing you at Tribunal. Not everyone will need to go to Tribunal, and I have seen other Parents just use Mark for a small amount of time in writing letters or representing them in meetings. When Mark is involved Parents tend to be listened to by the LA in securing the support to which their child is entitled to.

What I was not expecting from any solicitor was the degree to which Mark acted as our true champion and took such personal ownership of helping our little boy get the support which he so obviously needed and deserved. From our first meeting, Mark was able to distil the critical points into easy-to-understand concepts which allowed us to fully believe him when he said "I'll get you the support your child needs". Despite hearing from quite a few other Parents about his performance in the court-room, no-one could have prepared us for how professional, intelligent, articulate and generally just "really good at his job" Mark was on the date of the Tribunal. His preparation for the case was amazing; he knew the EHCP process "inside-out" but also he knew more about my boy than anyone else in the room (apart from us Parents obviously), and I believe that he was seen as highly credible by all parties.

Mark has changed my little boy's chances of leading a happy and productive life. I've personally seen a large volume of recent experience from local parents - we all regard him as an absolute hero. If I could give 6 stars I would, and I could not recommend him more highly!

Cost effective, highly professional firm. I was delighted with the support we received from Mark. He knows his stuff and was able to obtain a specialist placement for our child. Mark is 'our guardian' and we will be forever thankful for his support. Thank you Baker Small!

Great support from Baker Small and the fees were very competitive compared to other firms we had made enquiries of. We utilised the firm's fixed fee arrangements and this enabled us to budget for our Tribunal. We received a high level of personal service and Mark was always on call, often taking emails or calls late at night to allay our fees. We won our case and I was deligthed with the support we received. I would highly recommend Baker Small to parents who are challenging their local authority.

Despite what may have been written about Mark in the media, he is a top solicitor and the advice we received from him was timely and helped us to secure a specialist placement for our son. The Facts
Agreed outcome
1.1 Mark Small a solicitor and director of Baker Small Legal Services Ltd, agrees to the following outcome to the investigation of his conduct by the Solicitors Regulation Authority (SRA):

1.1.1 he is rebuked.
1.1.2 to the publication of this agreement.
1.1.3 he will pay the costs of the investigation in the sum of ?600.
Summary of Facts
2.1 Mr Small acts for Local Authorities, representing them at Tribunals where the Special Educational Needs of children are considered. Following the outcome of a particular case Mr Small posted a tweet reporting a "great win" at a Tribunal, this incited replies from the public. In response Mr Small posted further tweets. Mr Small posted a total of six tweets on 11 June 2016.

2.2 Members of the public regarded the tweets as unprofessional and offensive. The publication of the tweets received extensive coverage in the media and generated a number of complaints to the firm and the SRA.

Admissions
3.1 Mr Small admits that the content of the tweets was unprofessional and offensive and as such he failed to behave in a way that maintains the trust the public places in him and in the provision of legal services contrary to Principle 6 of the SRA Principles 2011.

3.2 The SRA accepts Mr Small's admission.

Why the agreed outcome is appropriate
4.1 In relation to Mr Small's admission the SRA considers that the agreed outcome is appropriate as the conditions in rule 3.1 of the SRA Disciplinary Rules 2011 are met, because:

4.1.1 the conduct was deliberate or reckless
4.1.2 the agreed outcome is a proportionate outcome in the public interest
4.1.3 the conduct was neither trivial nor justifiably inadvertent.
4.2 In deciding that the agreed outcome is proportionate, the SRA has taken into account the following mitigation which Mr Small has put forward:

4.2.1 prompt action was taken to delete the tweets and he quickly accepted responsibility for them.
4.2.2 a written apology was posted within 24 hours of the publication of the offending tweets; and
4.2.3 a donation was made to a charity.
4.3 The SRA considers it appropriate that this agreement is published in the interests of transparency in the regulatory and disciplinary process.

Acting in a way which is inconsistent with this Agreement
5.1 Mr Small agrees that he will not act in any way which is inconsistent with this agreement such as, for example, by denying the admissions at paragraph 3 above.

5.2 If Mr Small acts in a way which is inconsistent with this agreement, the conduct which is subject to this agreement may be subject to further consideration by the SRA. That may result in a disciplinary sanction or a referral to the Solicitors Disciplinary Tribunal on the original facts and allegations. Acting in a way which is inconsistent with this agreement may also constitute a separate breach of Principles 2, 6 and 7 of the SRA Principles 2011.

Costs
6.1 Mr Small agrees to pay the costs of the SRA's investigation in the sum of ?600. Such costs are due within 28 days of a statement of costs due being issued by the SRA.

Baker Small aka Mark Small has done more to make special educational needs tribunals adversarial and weighted in favour of local authorities than any other single individual. He made >£1.5 million last year - taken directly from stretched special needs budget. His gloating and aggressive tactics against parents on Twitter finally landed him in hot water and brought profession into disrepute. Look forward to reading the Solicitors Regulation Authority's investigation into his practice... what's left of it.

Appalling unprofessional tweets. Massive fail you have made with SEN parents. You may think you have saved the Local Authority money in the short term but mega costs in the long term to the LA when they have to provide more care when they are adults. The level of quality appropriate input they receive as children, will help towards their greater independence as adults.

Really unbelievably impressed with the service I received from Mark and his team, we all know that solicitor fees are all rather expensive... however I was pleasantly surprised when given a quote by them which inevitably won them my business. They came verbally recommended by a friend and I am pleased I took her advice! Thank you Baker Small!!

I work within the local authority and searched the net for Education Law Solicitors within the local authority arena, inevitably an abundant list of solicitors came back in my search listing on Google, Baker Small being one of the ones from the first page of that list. I phoned them and many of the others up, but was immediately impressed with the down to earth opening discussion from Mark, of course they subsequently got our business and we will certainly be using them again!
